2. No she was not "judge shopped".

Jack Smith had to file in the juridiction where Canon is one of the judges because of where the crime occured. She is on the active list of judges there and unfortunately got randomly selected. People have been questioning whether it was really random or not but as far as I know there is nothing that shows that it was rigged to assign her. We just got unlucky.
