(24,006 posts)30. Depends on how we regard "worst". Their considerable malice remains paralyzed by their incompetence
If I were scoring on expressed ill-intent alone, they're easily the worst in my remembered lifetime. However, thanks to perpetual internal power struggles and self-aggrandizing weaknesses engaged by the silliest partisans among them, their willful brand of chaotic evil largely remains unrealized except where it can be achieved through inaction. Even so mitigated, they certainly rank in my lowest 5.
Remember, Newt Gingrich presided over some truly awful house majorities that actually translated their evil desires into policy wins. I regard those as somewhat worse in outcome, if not in principle.
